The Liability Hedge: Why Tech's Workforce Funds Don't Change Anything
Virgin Atlantic reduced its codebase size by up to 80 percent through Codex-assisted refactoring. Cognition's Devin writes 89 percent of Cognition's own code commits. Engineering teams are now budgeting token consumption as a direct trade-off against headcount. These are not projections. They are production results from this quarter.
The displacement is encoded in financial models. At Meta, it is documented in operational systems: skilled engineers were reassigned to menial AI training tasks under a 50-to-1 manager ratio. The people running these programs know exactly what they are doing.
So when the same organizations stand up workforce transition funds, the question is not whether the intention is sincere. The question is whether any of it changes the timeline. It does not.
RAISE US is the cleaner version of this pattern. A nonprofit, funded by AI capability companies and major enterprise partners, tasked with managing the social consequences of decisions those companies already made and will not revisit. The deployment pace is set. The retraining programs operate on a fundamentally different timescale, years behind the curve, aspiring toward outcomes that every available measure suggests remain well ahead of any realistic near-term ability to show results.
This is not a bridge. It is a liability hedge. The fund exists to demonstrate that the industry takes displacement seriously, which is not the same as doing anything about it. The programs absorb political pressure. The deployment continues.
Corporate goodwill and structural conditions are different things. Conflating them is the point.
